All applications for a permit, or for the extension of a permit, must be submitted to the Service Circulation (Traffic Department) at least five business days before the requested authorisation date.

"No Parking" signs

Please note that the applicant agrees to correctly erect all "No Parking" signs (C,18) at least 24 hours before the corresponding traffic regulation permit issued by the Service Circulation takes effect.

This rule applies in all cases (e.g., removals, work sites, deliveries, etc.).

 

Sectors and authorised time period

The tax is calculated based on the sector for which the application is made, and is levied until the site has been restored to its original condition after completion of the works.

Obstructing scaffolding *(2)

(1) Erection or use of scaffolding on a public thoroughfare without obstructing traffic, with free and safe passage possible below.

(2) Partial obstruction of a public thoroughfare due to the erection or use of scaffolding on this public thoroughfare. The obstructed area (in square metres) is calculated by multiplying the number of linear metres by an index value 1.3 (e.g., 10 linear metres = 13 m2) Minimum tax of €30.

Fees for hoarded construction sites, and storing equipment and materials on-site

This includes on-site equipment and materials, toilet cabins, and trailers, whether fenced off or not.

Areas designated for equipment storage or as belonging to a hoarded work site may not be used for parking, regardless of the type of vehicle.

(1) Partial obstruction of a public thoroughfare without the need for traffic to be deviated.

(2) Partial obstruction of a public thoroughfare requiring traffic to be deviated or one or more lanes to be closed.

Extensions

All applications for extensions must be submitted according to the same procedures as the initial application. When applying for an extension, the initial permit number must be specified.

If the initial permit has expired and the site has not been restored to its original condition within at least five working days, the initial fee will be tripled for the period for which the permit is extended, which may be no more than three months.

If a thoroughfare is obstructed for more than the initial three-month extension, and the site has not been restored to its initial condition within at least five working days, the rate applied is reset for every following three-month period to twice the amount charged for the previous period.

Authorised period

The tax is payable for the duration of the works, and beyond if the site has not been restored to its original condition. No refund will be made, even if the works are completed ahead of time.

Unauthorised obstruction of a public thoroughfare

All unauthorised obstruction of a public thoroughfare that becomes known to the municipal authorities will be subject to charges according to the appropriate chapter of Luxembourg City's tax regulations.

All equipment found to be obstructing a public thoroughfare without authorisation from the municipal authorities must be removed without delay.

Unauthorised occupation of a public thoroughfare may be officially approved after consultation with a technician from the Service Circulation. Such official approval must be sought by the occupier, who must apply for a work-site and traffic diversion permit within two calendar weeks (from the postmark date) of their being notified of the unauthorised occupation.

 

Excerpt of general terms and conditions

  • All permits are issued subject to the general rights of third parties and any other authorisations that may be necessary. The conditions of the permit do not prejudice any other statutory or regulatory requirements that may be applicable to the holder of the permit.
  • If the holder does not fully comply with the conditions of the permit, the municipal authorities may revoke the permit from the holder with immediate effect and without any compensation or refund.
