This form must be used for the following types of water supply connections and operations:
- water supply: new builds;
- removal/shut-off of an existing connection;
- transfer of an existing connection to another location within the same construction unit;
- connection change/replacement: this is for the replacement of an existing connection at the same location as the existing connection, at the customer's request.
- removal of a temporary/provisional connection (necessary prior to any new connection).

Water supply: new builds
New connections are only installed for new builds. Before a new connection can be installed, any existing provisional connection must be shut off.
To connect to the water supply, property owners must send a written request to the Service Eaux (Water Department) using the form indicated above. This form allows the property owner to appoint an expert who must ensure that the conditions imposed by the Service Eaux are satisfied before connecting to the water supply.
Any such request must be accompanied by the following:
- a copy of the construction permit;
- a copy of the site plan;
- a floor plan of the different levels, indicating the proposed placement of the connection; and
- a calculation of the water flow to be used by the connection (prepared by an expert based on the applicable technical specifications). This requirement does not apply to small properties, such as single-family dwellings.
Connection authorisations are granted for a building as a whole, rather than for sections of a building, apartment, floor or other units. A single connection authorisation is granted for an entire building.
A connection request for a plot of land not covered by a construction permit must be accompanied by an authorisation issued by the college of aldermen.
Water supply: building demolition AND reconstruction
Prior to demolishing a building that will be rebuilt, the property owner must inform the Service Eaux of the project, in writing, using the form at the top of this page. Once informed of the project, the Service Eaux will read and remove the water meter.
The existing connection, equipped with a work site meter, will be used as a temporary connection for the duration of the construction work. The meter will be installed at a location chosen by the Service Eaux.
In the event that
- the existing connection cannot be reused, due to its diameter or its position in relation to the new building, the old connection will be removed and a new connection will be created in accordance with the applicable regulations. The costs of removing the old connection and installing the new one shall be borne by the property owner.
- the portion of the existing connection between the service tap and the shut-off valve in the pavement can be reused, then only the portion between the shut-off valve in the pavement and the meter's mounting plate will be replaced. The related costs shall be borne by the property owner.
The property owner is required to protect the temporary connection and meter against freezing and any other type of damage.
Water supply disconnection: prior to demolishing a building that will NOT be rebuilt
Before a building is demolished that will not be rebuilt, the property owner is responsible for having the water supply disconnected. They must inform the Service Eaux of the planned demolition, in writing, using the form at the top of this page. Once informed of the project, the Service Eaux will read and remove the water meter.
The excavation work required to disconnect from the main water supply must be performed by a qualified business hired by the property owner. This work may not begin until the required authorisations have been granted, and shall be performed in accordance with the instructions of the Service Eaux. If the property owner fails to do so, the municipal authorities, after giving formal notice to no avail, has the right to have the work performed by a contractor, at the property owner's expense.
All costs relating to disconnection from the main water supply shall be borne by the property owner.
Temporary connection
For work sites
A request for a temporary connection to supply water to a work site must be submitted to the Service Eaux before work begins, using the form at the top of this page. The costs of the temporary connection and its removal will be billed to the property owner.
The property owner is required to protect the temporary connection and the meter against freezing and any other type of damage.
For fairgrounds
Temporary connections to the City's water supply for fair caravans or similar equipment, as well as the removal of any such temporary water connections, must be requested from the Service Eaux and will be billed in accordance with the applicable tax regulations.
Temporary authorisation to draw water from public fire hydrants
Temporary authorisation may be issued by the City of Luxembourg to draw water from public fire hydrants:
- to construction and civil engineering firms upon request; and
- to organisers of festivals takings place outdoors or in marquees, upon request.
The water must be taken using a standpipe with a meter, provided by the Service Eaux. On the authorisation's expiry date and at least once per year, the standing water tap must be returned to the Service Eaux, so that they may read the meter and prepare the invoice.
Rental fees and water consumption rates are set by the applicable tax regulations.
The conditions relating to the authorisation must be strictly adhered to. This authorisation cannot be transferred to third parties.
