- Must not be the owner, co-owner, or emphyteutic, superficiary or usufructuary lessee of a dwelling or buildable plot, nor enjoy any right of residence in another dwelling, in Luxembourg or abroad.
- Total household income must not exceed the threshold set by Luxembourg City.

In the event of a tie, preference will be given based on the net disposable income of the household, weighted by consumption unit (CU):
- 1.00 CU for the first adult in the household;
- 0.70 CU for each additional adult;
- 0.40 CU for the first child;

- 0.50 CU for each additional child;
- 0.10 CU for each child over 14 years of age;

Applications must be made using the appropriate form. Incomplete applications will be returned to applicants by post, together with a list of the missing documents required to complete the application.
Once the application is complete, the applicant will receive an acknowledgement of receipt confirming their registration on the waiting list.
Once per year, a letter is sent to all prospective tenants inviting them to update their application. Applications that are not confirmed will be removed from the waiting list.
