Luxembourg City owns 41 housing units in different neighbourhoods and, as new construction projects are completed, more units will become available in the future.

Admission conditions

Exclusion criteria 

  • Must not be the owner, co-owner, or emphyteutic, superficiary or usufructuary lessee of a dwelling or buildable plot, nor enjoy any right of residence in another dwelling, in Luxembourg or abroad.
  • Total household income must not exceed the threshold set by Luxembourg City.

Selection process

Applicants will be ranked in descending order of the score obtained based on the selection criteria listed below.

a) Place of work

  • at least one of the applicants resides or has resided in Luxembourg City,
  • at least one of the ascendants or descendants of one of the applicants was residing in Luxembourg City on the day the application was filed.

To calculate the score for a given application, the grid below is applied for each applicant. Then, for each of the criteria below (A, B, C and D), only the most favourable case will be taken into consideration.

In the event of a tie, preference will be given based on the net disposable income of the household, weighted by consumption unit (CU):

  • 1.00 CU for the first adult in the household;
  • 0.70 CU for each additional adult;
  • 0.40 CU for the first child;
  • 0.45 CU for the second child;
  • 0.50 CU for each additional child;
  • 0.10 CU for each child over 14 years of age;

Application

Applications must be made using the appropriate form. Incomplete applications will be returned to applicants by post, together with a list of the missing documents required to complete the application.

Once the application is complete, the applicant will receive an acknowledgement of receipt confirming their registration on the waiting list.

Once per year, a letter is sent to all prospective tenants inviting them to update their application. Applications that are not confirmed will be removed from the waiting list.
