School transport in Ban de Gasperich

My question is about the elementary-school-aged children who live on Rue Charles Darwin or Rue Leonardo da Vinci in Ban de Gasperich. These children attend the Gasperich elementary school, which is more than one kilometre away. This is generally considered too long of a walk to get to school, especially for children in Cycle 1. There is no safe bike route or school bus. It is true that AVL line 23 runs along the route between the "Charles Darwin" and "Bei der Auer" stops, but the departure times are not suitable for the children: they would either arrive at school too early (before there is any supervision, which is provided from 7:50) or too late (after 8:00 – that is, after classes start).
Can the College of Aldermen confirm that this is the situation, and are there comparable situations in other districts of the city?
How many children, per school cycle, live in Ban de Gasperich and attend the Gasperich elementary school?
How many children attend another public school for which the City organises school transport, such as the Gaston Thorn international school or the Eis Schoul in Kirchberg?
Is the College of Aldermen planning to implement any solutions that align with the policy of promoting active travel and public transport, such as adjusting the schedule of AVL line 23 – so the bus arrives at "Bei der Auer" between 7:45 and 7:50 – or running a minibus service in the morning?
What criteria does the City apply when it organises school transport – namely, in terms of the length of the route, the children's special needs and the option to use public transport?

Generally speaking, other than the regular public transport services, the City does not organise special bus services for elementary schools within the districts. Children walk – some of them with the Walking Bus (Pedibus) – bike, or take public transport to school. There are cases where schools are more than one kilometre away.
Currently, 27 elementary-school-aged children live on Rue Charles Darwin (15 children in Cycle 1 and 12 in Cycles 2–4), and 6 live on Rue Leonardo Da Vinci) (4 in Cycle 1 and 2 in Cycles 2–4).
Until now, line 23 departed at 7:32 and 7:52 from the "Charles Darwin" stop and arrived at the "Al Gaasperech" stop at 7:36 and 7:56, respectively. These departure times, which were in effect since 15 July 2023 and were maintained in the new schedule that took effect on 10 December, were therefore in fact suitable for the children who attend the Gasperich elementary school. However, the bus is often late due to traffic.
As a result, it was decided to modify the schedule slightly. It is generally hard to change the line 23 schedule for a couple of reasons: first, users need to be able to make their connections with other lines, and second, two buses cannot cross in the are known as Stadtgrund because the street is too narrow. Nevertheless, we were able to change the departure times so that buses depart two minutes earlier. This means that the bus now departs from Rue Demy Schlechter at 7:22 instead of 7:24, and at 7:42 instead of 7:44, and therefore also arrives at the Ban de Gasperich stop two minutes earlier.
Children who live in Ban de Gasperich can also take line 1 of the Walking Bus, which operates in Gasperich.
The City organises shuttle buses for the Gaston Thorn and Eis Schoul schools. In theory, the pupils attending these schools are picked up in front of the public elementary schools in the districts in question, unless they live very far away from this school, or if the bus line runs along their route to school. There are other exceptions that apply to children with special needs. Also, all of the City's buses are accessible for people with reduced mobility.
No other requests have been submitted to the City regarding school transport in Ban de Gasperich. If the measures that have been taken are not sufficient, the last resort would be to have supervision start a little earlier before classes, but this would involve making a major change to how the schools operate.
Article 13, paragraph 3 of the Municipal Law establishes that each member of the Municipal Council, acting in their individual capacity, shall enjoy the right of initiative to add to the agenda drawn up by the College of Aldermen one or more proposals that they wish to submit to the Municipal Council.
Such proposals must be submitted to the Mayor in the form of a written reasoned request at least three days before the meeting of the Municipal Council.
