Regulation on the competitions to award the vouchers purchased by the City of Luxembourg in connection with the COVID-19 pandemic.
Art. 1: Practical information
- The following terms and conditions apply to participation in the competitions to award the vouchers purchased by the City of Luxembourg as part of the measures to support business in the aftermath of the COVID-19 pandemic. By participating in this competition, you agree to abide by this regulation.
- The competitions are organised by the municipal administration of the City of Luxembourg (hereinafter: the "City"), represented by the College of the Mayor and Aldermen: 15, place Guillaume II, L-1648 Luxembourg.
- You may enter the competitions by participating in the various activities taking place between Friday, 7 August and Thursday, 1 October 2020. The activities are announced in advance on different media platforms, including this website.
- The prizes on offer are 16,411 vouchers worth €50 each, redeemable at the Luxembourg City business listed on the prize voucher.
Art. 2: How to take part
- The competitions are as follows:
- "Businesses in the city" brochure;
- Postcards;
- Online form;
- Other City digital media.
- Illegible entries or entries where the entrant cannot be identified or contacted, including any email address the City believes fraudulent or illegitimate, are disqualified.
- Only the winners will be notified, via the contact details on their entry form. The notification will explain how to claim the voucher.
- All winners will receive a "bon de retrait", which they must show to claim the voucher according to the procedures described thereon.
- If winners do not claim their vouchers before Friday, 30 October 2020, the winnings will be deemed null and void.
- All information provided about the participant must be accurate. Participants alone are responsible for the accuracy of the information they provide.
- Natural persons only may participate, and strictly for personal use. Winners expressly undertake not to use their winnings for commercial or professional purposes.
- Each person may submit only one entry per competition.
- Any violation of these rules, and any fraud or attempted fraud whatsoever (identity theft, multiple entries by the same person under different email addresses or different names, use of "bots", organised and/or group entries, etc.) will completely disqualify the perpetrator from the competitions.
Art. 3: Competitions
a. "Businesses in the city" brochure
- In August 2020, all households in Luxembourg City will receive a brochure listing all the businesses for which they may win vouchers.
- If you wish to enter the competition, fill out the pre-paid entry form and return it by post.
- Winners will be chosen at random in two draws, in the presence of a bailiff. The draws will be held in September 2020.
b. Postcards
- The City will be enlisting greeters to hand out postcards at different times and places around Luxembourg City throughout August 2020. These times and locations will not be announced in advance.
- To enter the competition, fill out the pre-paid postcard and post it back.
- Winners will be chosen at random in two draws, in the presence of a bailiff. The draws will be held in September 2020.
c. Online form
- From 7 August to 1 October 2020, an online entry form will be posted on the City of Luxembourg's website.
- To enter the competitions, fill out that form.
- Every week, winners will be chosen at random – through a computerised draw, in the presence of a bailiff – from among that week's participants. Priority will be given to people who have not yet won. The schedule of the draws is as follows:
- Week 1: Friday, 7 August to Thursday, 13 August (draw takes place on 14 August)
- Week 2: Friday, 14 August to Thursday, 20 August (draw takes place on 21 August)
- Week 3: Friday, 21 August to Thursday, 27 August (draw takes place on 28 August)
- Week 4: Friday, 28 August to Thursday, 3 September (draw takes place on 4 September)
- Week 5: Friday, 4 September to Thursday, 10 September (draw takes place on 11 September)
- Week 6: Friday, 11 September to Thursday, 17 September (draw takes place on 18 September)
- Week 7: Friday, 18 September to Thursday, 24 September (draw takes place on 25 September)
- Week 8: Friday, 25 September to Thursday, 1 October (draw takes place on 2 October)
d. Other City digital media
- The City will be launching one campaign per week on its social media pages from 7 August to 1 October 2020.
- To take part, follow the instructions posted when the campaign in question is announced.
- Every week, winners will either be chosen at random through a computerised draw in the presence of a bailiff, or determined based on the terms and conditions that are specified when the campaign is announced.
Art. 4: Personal data
- In accordance with the legislation on the protection of natural persons with regard to the processing of personal data, the personal data you share with the City when you enter the competitions is processed by the City in order to select the winners. Your personal data will be processed only as required to organise and run the competitions to distribute the vouchers the City has purchased.
- Personal data is processed solely by the City employees responsible for organising the competitions – in particular, the employees of the City of Luxembourg's Service Communication et relations publiques (CRP – Communication and Public Relations Department) and the Service Technologies de l'information et de la communication (TIC – Information and Communication Technologies Department), and by the bailiff drawing the winners.
- You have the right to access and rectify your personal data, as well as the right to data portability and, where applicable, the right to restrict the processing of your data. You also have the right to object to the processing of your personal data, provided you have legitimate reasons to do so.
- The City will retain your personal data until the deadline for claiming your voucher – i.e., 30 October 2020. The data will then be deleted and destroyed, subject to transfer to the City of Luxembourg's Service Archives municipales (Municipal Archives Department) for subsequent processing for archiving in the public interest, historical research or statistical purposes (pursuant to Article 5.1. (b) of the GDPR), or subject to transfer to the Luxembourg National Archives in accordance with the Law of 17 August 2018 on archiving (loi du 17 août 2018 relative à l'archivage).

Art. 5: Limitation of liability
- No disputes may be brought in relation to the winnings – be it in relation to regarding their nature, their amount, any request to exchange them or exchange them for their cash value, nor any other type of request.
- The City accepts no liability – particularly in the following situations:
- cancellation or postponement of the competitions, or restriction of the period during which entries for the competitions can be submitted;
- any problems in the running of the competitions;
- if the voucher cannot be used at the business that issued it for any reason whatsoever – particularly in the event of bankruptcy, cessation of business or relocation of said business.
Art. 6: Legal jurisdiction and applicable law
This regulation is subject to Luxembourg law. Only the Luxembourg district courts have jurisdiction over any claim or dispute that is unable to be settled amicably.
