Regulations
Associations, sports clubs and other organisers wishing to hold a lottery or tombola at their events are required to apply for prior authorisation.
The request must be addressed to the College of Aldermen if the event in question:

will take place in Luxembourg City;

total ticket sales revenue is less than €12,500.
Applications must be made using the relevant duly completed form.
Where total ticket sales revenue is over €12,500, this request must be made to the Ministry of Justice (Service Jeux de hasard, paris, tombolas et loteries).
The City's Secrétariat général (General Secretariat) sends out the authorisations issued by the College of Aldermen, as well as the notice to submit the statement of income following the draw (to be returned within one month of the draw), which it then forwards to the Ministry of Justice, as required by law.
