Description
Municipal workers have powers to apply disciplinary measures in the event that an offence is committed. The City of Luxembourg's General Regulations on Public Order and Safety (Règlement général de police) list the 17 acts and the corresponding penalties, which take the form of administrative fines ranging from €25 to €250.
If one of these offences is found to have been committed, the offender may pay the Recette communale (City Treasury) a one-time fee of €25 within 15 days of the finding of the offence.
If the offender does not pay the fee by the aforementioned deadline, the case is forwarded to the civil servant responsible for fines at the Ministry of Home Affairs (Ministère des Affaires intérieures), who may impose on the offender an administrative fine of €25 to €250.
Articles 44 to 60
Article 44. (obstruction of public thoroughfares)
It is prohibited to obstruct public thoroughfares to perform a job or engage in an industrial, commercial, craft or artistic activity without the authorisation of the Mayor.
Article 45. (noise)
Without prejudice to Article 55, the use of lawnmowers, saws and, more broadly, any other noisy machinery is prohibited between 21:00 and 8:00. It is prohibited to use such machinery on Sundays and public holidays, except between 10:00 and 12:00 and between 14:00 and 18:00.
Article 46. (explosive substances)
It is prohibited to throw or set off smoke-producing, fulminating, explosive, odorous or tear-inducing substances in public streets, thoroughfares and squares.
Article 47. (loading and unloading of goods)
It is prohibited to load and unload goods, if doing so interferes with traffic, without the authorisation of the Mayor and/or outside the hours stipulated by the City of Luxembourg’s traffic regulations currently in force.
Article 48. (exceeding the ambient noise level)
It is prohibited to play radios and other electronic devices louder than the ambient noise level of the street on public thoroughfares and in other publicly accessible areas without the authorisation of the Mayor.
Article 49. (disruption of public lighting)
It is prohibited to disrupt the operation of public lighting and floodlights.
Article 50. (fire)
It is prohibited to light a fire on public thoroughfares without the authorisation of the Mayor.
Article 51. (operation of public infrastructure)
It is prohibited to operate mains, sewers, cables and public infrastructure.
Article 52. (damage to public plants)
It is prohibited to damage the decorative plants installed by the City of Luxembourg on public thoroughfares and in publicly accessible areas.
Article 53. (dog excrement)
Dog owners are prohibited from leaving their dogs’ excrement on public thoroughfares.
Article 54. (dogs in specific areas)
Without prejudice to the legislation on access for assistance dogs and the prohibitions stipulated in the City of Luxembourg's current regulations on public recreational areas, it is prohibited to bring dogs into play areas, schools and playgrounds, cultural and sports centres, and the City's event venues.
Article 55. (permitted hours for construction work)
It is prohibited to perform construction work between 22:00 and 7:00, unless:
- a force majeure event requires an immediate response;
- works are being performed on public utilities;
- any of the exceptions stipulated by the legal and regulatory provisions in force.
Article 56. (installation of café or restaurant terraces)
Businesses in the hospitality and catering sector are prohibited from installing café or restaurant terraces outside the boundaries set out in the terrace installation permits issued in accordance with the City of Luxembourg's current regulation on setting up merchandise displays, terraces and other obstructions on public thoroughfares.
Article 57. (occupation of public playgrounds)
It is prohibited to occupy public playgrounds outside the opening hours authorised in accordance with the City of Luxembourg's current regulations on public recreation areas.
Article 58. (leaving rubbish bins or bags for public collection on public thoroughfares)
It is prohibited to leave rubbish bins or bags for public collection on public thoroughfares in violation of the City of Luxembourg's current regulations on waste management and their technical specifications.
Article 59. (blocking public thoroughfares)
If they do not have the required permits, construction and transportation companies are prohibited from blocking public thoroughfares in the area around worksites and loading and unloading zones.
Article 60. (ice)
It is prohibited to walk on frozen canals, pools, ponds and waterways without the authorisation of the Mayor.

Payment of one-time fee
A one-time fee of €25 must be
- paid to the Recette communale (City Treasury) of the City of Luxembourg (3, rue du laboratoire, L-1911 Luxembourg);
- paid via wire transfer to the account BILLLUL LU58 0021 1018 3500 0000 of the Recette communale (City Treasury) of the City of Luxembourg;
- paid using the Payconiq QR code displayed on the ticket.
Fines cannot be paid on the spot to the municipal agent.
