Article 13, paragraph 3 of the Municipal Law establishes the right of initiative for each member of the municipal council, acting individually, to add one or more items they wish to bring before the municipal council to the agenda, which is set by the college of aldermen.

Such proposals must be submitted to the mayor in the form of a written reasoned request at least three days before the meeting of the Municipal Council.
